How this works
Promises are drawn from party manifestos, the Programme for Government, public campaign statements, social media and local constituency commitments. Each carries a tier (A = manifesto/PfG → D = local). Every status judgement is dated and sourced. Government and opposition TDs are held to the same evidentiary standard.
About the grade
Each TD's grade is computed only from resolved verdicts (Kept + Broken + Compromised + Stalled). Delivery rate = Kept ÷ resolved. With fewer than 3 resolved verdicts a TD is shown as neutral — we don't grade without evidence.
This is why opposition TDs are mostly neutral (their pledges remain Not yet actioned without government to deliver them) and why a fair leaderboard splits government delivery from opposition advocacy.
